The module examines the problems arising out of the transplantation of foreign administrative models in the Greek State with respect to the influence of the administrative tradition. Moreover, the functioning principles of the Greek public administration are examined over time (responsibility, obedience, hierarchy, oath, legislative codifications). The weaknesses of the Greek public administration (corruption, administrative harassment, administrative evil, guerillas of administration) are also examined. Moreover, fields of administrative intervention with specific characteristics (e.g., water management, migration) are presented. Finally, the role of pubic servants’ conscience as manifested during administrative work as well as public servants’ ethical dilemmas during periods of crisis are analyzed.
The aim of the module is student’s familiarization with knowledge connected with:
- The functioning principles of the Greek public administration
- The problems that arose during the transplantation of foreign administrative models
- The weaknesses of the Greek public administration
- The role of the public servants’ conscience
After the successful completion of their studies students will be able to know:

Week #6: Definition, causes and ways of dealing with administrative evil

Week #8: The forms of guerrillas of administration and the motives of public servants’ functioning as guerillas
Week #9: The phenomenon of administrative corruption
