Short Description:

The module examines the typology of the Government publications. Emphasis is given to the material classification and to the legal results of the publication in the Official Gazette. In parallel the organization and the function of the National Printing House is examined. The above are approached in a historical context from the establishment of the Greek State until today. It presented the institutional framework of public authorities disposing informational content (Hellenic National Meteorological Service, Hellenic Military Geographical Service, Hellenic Statistical authority) and its management and disposal. Moreover are examined the legal framework of the commercial exploitation of the public sector information and are presented the publishing models and the intellectual rights of the government publications. Additionally the main principles for managing public e-records are presented. Finally are explained the flow of information inside the administrative institutions based on the theory of Cybernetics.

Objectives - Learning Outcomes:

The objective of the module is the students’ familiarization with the different sections of the Official Gazette and their content classification, in the historical time as well as the knowledge acquisition regarding the history of Public Printing House (legislation, organization of services). Furthermore the students should absorb knowledge concerning the institutional organization of public authorities disposing informational content (Hellenic National Meteorological Service, Hellenic Military Geographical Service, Hellenic Statistical authority) and its management and disposal. The publishing models and the systems for the dissemination of public sector information as well as the intellectual property of government publication and the knowledge of legislation concerning the commercial exploitation of the public sector information are the crucial goals of the course. In brief the goal of the course is the students’ familiarization with the perception that the state is an informational machine and the flow of its information’s could be comprehensible by the theory of Cybernetics.

Syllabus:

Week #1: Meaning, Definition, typology, usefulness and competent public authorities of government publications.

Week #2: Legislation concerning the Official Gazette from 1822 until 1904. The double character of Official Gazette (legitimizing and informational) and  its division in sections.

Week #3: Legislation concerning the Official Gazette from 1905 until today. Special editions of the Official Gazette during the Balkans Wars (1912-1913), the Official Gazette of the National Division (1916-1917) and the Official Gazette of the Exile Government (1941-1944).

Week #4: History of the National Printing House and their internal Charters from 1833 until today.

Week #5: The institutional framework of the public authorities disposing of informational content (Hellenic National Meteorological Service, Hellenic Military Geographical Service, Hellenic Statistical authority) and its management and disposal.

Week #6: The commercial value of public sector information and the public policies in the USA and the EE. The legal framework of the commercial exploitation of public sector information in Greece.

Week #7: Information flow in public administration and their explanation within the context of the theory of Cybernetics.

Week #8: Information flow in public administration and their explanation within the context of the theory of Cybernetics.

Week #9: Public Records Metadata.

Week #10: Knowledge Organization Systems for indexing and retrieving public sector information.

Week #11: Interoperability frameworks for public sector information.

Week #12: Interoperability frameworks for public sector information.

Week #13: Presentation and comparison of Public Sector Information management initiatives in other countries.
